The Scientific Council: The authority concerned with scientific and research affairs, studies and publication at the university, according to the provisions of the system The College: a scientific facility consisting of a group of scientific departments belonging to a general scientific field. The College Council: The authority in charge of conducting academic affairs in the college, in accordance with the provisions of the system. The Scientific Department: an academic unit representing a general scientific major. The Department Council: The authority in charge of academic affairs in Scientific Department. Faculty members: professors, associate professors, and assistant professors. Lecturers and teaching assistants are equal to faculty members.

Article Two (Objectives)

The system aims to organize the affairs of higher education and works to enhance its scientific, research and societal status at the local, regional and international levels.

Article 3

The university is a public academic institution with a legal personality, financially and administratively independent, that contributes to the implementation of the educational policy of the state in accordance with the provisions of the system, and does not aim for profit.

Article 4

  • The establishment of universities and their branches shall be by a decision of the Council of Ministers based on the recommendation of the University Affairs Council.
  • The university consists of: faculties, deanships, scientific departments, institutes, centers, educational units below the university level, and university hospitals.
  • Article 5

    Governance, management and administration of the affairs of the university:

    • Board of Trustees
    • University Council

    Chapter Two: University Affairs Council Article VI

    A council called the “University Affairs Council” shall be established, and it shall consist of the following:

  • Minister of Education as President
  • Deputy Minister of Education for Universities, Research and Innovation, Member

  • Deputy Minister of Civil Service, Member
  • Deputy Minister of Labor and Social Development Member

  • Approving the financial, administrative, and academic regulations of the universities.
  • Approving the regulations governing investment and the university’s own revenues.
  • Approval of the regulations governing the acceptance of donations, gifts and bequests and the mechanism of spending from them.
  • Approving the regulations governing the management of endowments in universities in coordination with the General Authority for Endowments.
  • Approving the regulations governing scientific societies, research chairs, research, innovation and entrepreneurship centers in universities.
  • Approving the regulations for establishing scientific museums in universities in coordination with the competent authorities.
  • Approval of the regulations governing student funds in universities.
  • Governance and evaluation of the academic, administrative and financial performance of universities.
  • Adoption of the rules for the nomination of university presidents.
  • Recommending approval of the establishment of universities and their branches, private colleges and branches of foreign universities, their abolition and merging, and submitting them to the Council of Ministers for approval.
  • Approving the establishment of colleges, deanships, institutes, centers and scientific departments, merging them, canceling them, or modifying their names.
  • Determining the remunerations and benefits for the Chairman, Vice-Chairman and members of the Board of Trustees.
  • Determining the salary and benefits of the university president.
  • Determining the remunerations and benefits for the university council president and its members.
  • Determining remunerations and benefits for university vice presidents, deans and their deans, heads of scientific departments, members of scientific councils and their trustees.
  • Determining the remunerations and benefits for the Secretary General of the University Affairs Council.
  • Recommending approval of scientific and technical cooperation agreements, and memoranda of understanding between foreign universities and institutions.
  • Determining the programs and courses on which the university may place a fee, and determining the general rules for the fee.
  • Adopting the annual report related to the university’s activities and achievements, and submitting it to the Council of Ministers.
  • Monitoring the performance of the boards of trustees and verifying the soundness of their decisions.
  • Settling disputes in jurisdiction between the two Boards of Trustees and the University Council.
  • Studying what is referred to it by its president or proposed by any of its members.
  • The Council may delegate some of its powers to any of the Boards of Trustees in accordance with the regulations approved by the University Affairs Council. He may form permanent or temporary committees from his members or from others to study what he entrusts them with.

    Eighth Article

    The Universities Affairs Council holds its meetings at least once every four months a year at the invitation of its president or his representative. The meeting is not valid unless attended by at least two-thirds of the members, including the president or his deputy. Decisions are issued by at least a majority of the votes of the members present, and in case of equality, the side with which the meeting chair voted shall prevail. The chairman of the council may invite whomever he deems fit to attend when discussing any of the topics that require that without having the right to vote.

    Article 9

  • The Council of Universities Affairs shall have a Secretary-General assigned by an order from the Prime Minister based on the nomination of the President of the Council of Universities Affairs.
  • An operational program budget is allocated to the Secretariat of the University Affairs Council and approved within the budget of the Ministry of Education.
  • Article 10

    The General Secretariat of the Universities Affairs Council is responsible for the following:

  • Supporting the Council in its work and responsibilities, preparing its studies, providing the necessary data and information to take its decisions and following up on their implementation.
  • Preparing for the meetings of the Council and its committees.
  • Preparing the agendas of the council meetings and communicating them to the members.
  • Communicate the decisions of the Council to the concerned authorities and follow them up.

  • Carrying out the administrative and financial work of the Council.
  • Chapter Three: Boards of Trustees Article Eleven

    Each university shall have a Board of Trustees who assigns its president, vice president and members – with the exception of the university president – by order of the Prime Minister – based on the nomination of the Chairman of the Council of Universities Affairs – for a period of three years, renewable once.   • Adoption of the rules regulating the support of scientific research, innovation, authorship, translation and publication.
  • Approving the rules regulating the provision of advisory and academic services to the public and private sectors and civil society institutions.
  • Approval of the university’s annual budget.
  • Approval of the establishment of companies, participation in their establishment, or the university’s entry into them as a partner or a shareholder, in accordance with the statutory procedures.
  • Assigning one (or more) external auditors to the university’s accounts.
  • Approve the final account of the university, and submit it to the University Affairs Council.
  • Acknowledgment of the names of academic degrees.
  • The award of an honorary doctorate degree.
  • Forming the university’s international advisory council, defining its terms of reference, and setting its work rules.
  • Reviewing the annual report of the university and submitting it to the University Affairs Council.
  • Studying what is referred to it by its president or proposed by any of its members.
  • The council may delegate some of its powers to the president of the council or other councils in the university, and it may also form permanent or temporary committees from its members or others. To study what it costs her to do.
